1996 9:SSAM FROM GOVERNMENT-BUILDINGS 209+4683363 P. 2 <br /> i <br /> 1 <br /> i <br /> SPECIFICATIONS FOR SAN JOAQUIN COUNTY <br /> UNDERGROUND STORAGE TANKS <br /> COPE: San Joaquin County is soliciting bids for the removal of five(5) Underground Storage 3t3 <br /> anks located in Stockton and French Camp,California.Each site has specific characteristics and P <br /> gistic requirements. Successful bidders will be determined by the total project cost. Each site <br /> jay be used as a deductive bid cost, if total project cost exceeds funding that is available. <br /> 'ontracts will not be awarded for each site individually. The successful bidder will be required to <br /> reform with San Joaquin County,Public Health, Environmental Health Division(PHSIEHD) ?. <br /> quirements of permits and applications.The successful bidder is required to document and <br /> tbmit to the County a comprehensive report for each site to include, but not limited to, <br /> alytical data for soil concentrations,permits and applications. draft work plan and cost estimate <br /> r site remediation (if necessary),Monitoring and Response Plan (if necessary) and preparation <br /> f application for Underground Storage Tank Fund on behalf of the County. All contractor <br /> rsonnel must be have completed certified training per OSHA standards for Health and Safety <br /> 9 CFR 1910.120). <br /> 'ite 1. Old Motorpool Garage <br /> 130 North Hunter Street,Stockton <br /> istory: This is the site of the County's old Motorpool Garage. The two fuel tanks were <br /> used to re-fuel County vehicles and are located beneath the sidewalk near the two <br /> entrances to the garage. A 8,000 gallon tank is located near the south entrance and <br /> was taken out of service in 1993. A 1000 gallon tank near the north entrance was <br /> taken out of service in the 1970's. Both were used for gasoline. <br /> Ln 1994, a Environmental and Geotechnical Assessment Report and Work Plan <br /> were completed Two soil borings to a depth of 25 bgs were made and one soil <br /> sample from each boring was taken and analyzed. Analytical results indicated that 1 <br /> the soil had been impacted by petroleum hydrocarbons at concentrations of 290 <br /> and 250 ppm TPH-gasoline.The samples taken were from the depth of 18 and 20 <br /> feet bgs and not at the bottom of the boring. Boring logs indicate that photo <br /> ionization detector(PTD) readings had declined substantially at the borings depth <br /> of approximately 25 bgs. <br /> Both tanks are located within three feet of the building and precautionary <br /> measures such as underpinning are recommended prior to tank removal to <br /> preserve the structure. Lateral support may be necessary for the trench excavation. <br /> roject Task: Remove one 1,000 gallon and one 8,000 gallon single wall steel tanks and their <br /> related piping and dispensers.
