1996 9:SSAM FROM GOVERNMENT-BUILDINGS 209+4683363 P. 2 i 1 i SPECIFICATIONS FOR SAN JOAQUIN COUNTY UNDERGROUND STORAGE TANKS COPE: San Joaquin County is soliciting bids for the removal of five(5) Underground Storage 3t3 anks located in Stockton and French Camp,California.Each site has specific characteristics and P gistic requirements. Successful bidders will be determined by the total project cost. Each site jay be used as a deductive bid cost, if total project cost exceeds funding that is available. 'ontracts will not be awarded for each site individually. The successful bidder will be required to reform with San Joaquin County,Public Health, Environmental Health Division(PHSIEHD) ?. quirements of permits and applications.The successful bidder is required to document and tbmit to the County a comprehensive report for each site to include, but not limited to, alytical data for soil concentrations,permits and applications. draft work plan and cost estimate r site remediation (if necessary),Monitoring and Response Plan (if necessary) and preparation f application for Underground Storage Tank Fund on behalf of the County. All contractor rsonnel must be have completed certified training per OSHA standards for Health and Safety 9 CFR 1910.120). 'ite 1. Old Motorpool Garage 130 North Hunter Street,Stockton istory: This is the site of the County's old Motorpool Garage. The two fuel tanks were used to re-fuel County vehicles and are located beneath the sidewalk near the two entrances to the garage. A 8,000 gallon tank is located near the south entrance and was taken out of service in 1993. A 1000 gallon tank near the north entrance was taken out of service in the 1970's. Both were used for gasoline. Ln 1994, a Environmental and Geotechnical Assessment Report and Work Plan were completed Two soil borings to a depth of 25 bgs were made and one soil sample from each boring was taken and analyzed. Analytical results indicated that 1 the soil had been impacted by petroleum hydrocarbons at concentrations of 290 and 250 ppm TPH-gasoline.The samples taken were from the depth of 18 and 20 feet bgs and not at the bottom of the boring. Boring logs indicate that photo ionization detector(PTD) readings had declined substantially at the borings depth of approximately 25 bgs. Both tanks are located within three feet of the building and precautionary measures such as underpinning are recommended prior to tank removal to preserve the structure. Lateral support may be necessary for the trench excavation. roject Task: Remove one 1,000 gallon and one 8,000 gallon single wall steel tanks and their related piping and dispensers.
