1 <br /> 1.0 INTRODUCTION <br /> •1 USA Petroleum Corporation (USA) has retained Park Environmental Corporation rporation (Park) to <br /> represent USA in matters pertaining to environmental issues at Station#110 located at 2132 East <br /> Manposa Road, Stockton, California as shown on Figure 1 Mr Srnkanth Dasappa of USA has <br />' authorized Park to prepare this report of well construction at the subject site <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD)is the <br /> environmental lead agency for the site The PHS/EHD Site Code is#1669 <br /> 1.2 Facility Description <br /> The USA service station is located on the southeast corner of the intersection of East Manposa <br /> Road and Farmington Road in Stockton, California, as shown on Figure 1 The station has three <br />' 12,000-gallon gasoline tanks and one 3,000-gallon diesel fuel tank, as shown on Figure 2 The <br /> tanks appear to be located in the same tank pit on the Manposa Road side of the property <br /> 2.0 Background <br />' 2.1 Site History <br /> Three phases of site assessment have been performed at this facility The first, as part of a pre- <br /> purchase due diligence by Pacific Environmental Group,a Preliminary Site Assessment <br /> Investigation report was prepared on March 16, 1987 This report consisted of the drilling and <br /> sampling of four soil boring, one of which was completed as a groundwater monitoring well <br /> Groundwater was present at about 45-feet below ground surface (bgs) Soil sample analyses from <br /> these borings indicated that there were total petroleum hydrocarbons (TPH) and benzene, toluene, <br /> ethylbenzene and xylenes (BTEX) constituents present in shallow soils and soils dust above the <br /> water table One groundwater sample contained BTEX compounds above state action levels <br /> (SAL) <br /> The presence of petroleum hydrocarbon compounds in the soil and groundwater beneath the site <br /> prompted a second site assessment conducted by Applied Geo Systems (AGS), presented on <br /> October 7, 1987 This second phase of groundwater sample analyses from these wells confirmed <br /> Ithat TPH compounds were present in the groundwater beneath the site The direction of <br /> groundwater movement was calculated to be in a northwesterly direction <br /> As a result of these findings PHS/EHD requested that a quarterly groundwater monitoring <br /> program be initiated for this location,plus a request that all domestic groundwater wells be <br /> identified and sampled Six domestic wells were located and sampled Test results presented in a <br /> May 13, 1987 letter report prepared by AGS were non-detect for TPH and BTEX The next <br /> quarterly sampling could not be performed because the groundwater table had declined below the <br /> ' bottom of the morutoring wells <br /> In the third phase, Park was retained to install three new groundwater monitoring wells that <br /> would extend to the water table Park also installed a single, shallow vapor extraction well The <br /> wells were completed in September, 1992 Park also performed quarterly groundwater sampling <br /> and a vapor extraction treatability study <br />
