As
a hart of this primacy agreement our agency must submit to the California Department of Health
Services Office of Drinking Water (DHS-ODW) a monthly report detailing the status of all small
water systems in San Joaquin County. ln*turn, the State must submit this information to the United
States Environmental Protection Agency (USEPA). This letter will advise you of the monitoring
requirements for public water systems and the current monitoring status of your water system.
Due to the complexity of the regulations we are offering two workshops to answer your questions.
The first workshop will be for community and non-transient non-community water systems and
will be held in the San Joaquin County Public Health Conference Room #1, 445 N. San Joaquin
Street, Stockton at 5:30 PM on December 1, 1993. The second workshop for non-community
water systems will be held at the same location on December 8, 1993 at 5:30 P.M..
All samples must be collected by a qualified technician and analyzed by a state certified laboratory.
Analytical results of all samples obtained in a calendar month shall be reported to this office no
later than the tenth day of the following month. For instance, all sample results for January must
be submitted no later than February 10th. Failure to monitor and report the results, or failure to
meet any water quality standard will necessitate follow up action by this office. The cost of any
follow up action will-be charged to the subject water system at the rate of$78.00 per hour. This
Office may take additional enforcement actions including citations and/or fines.
Sample siting plans which identify sample collection locations shall be developed for routine
bacteriological sampling from throughout the distribution system, which is representative of the
entire water system including all pressure zones and areas supplied by each water source. These
plans were to be submitted to PHS/EHD during 1992. Therefore, it is advised that you submit a
siting plan as soon as possible in order to facilitate your routine sampling.
Please be advised that Federal law has recently changed, and it is anticipated that the State will
soon adopt amended chemical monitoring requirements. Among the changes in the Federal law
are that community water systems and non-transient non-community water systems, which have not
(over)
A Divialoo of San Joaquin Counry Health Care Services
