City of Stockton
Page 2
22 East Market (continued)
* Stockpiled soil which resulted from the re-excavation is currently being stored at the COS
Corporation Yard awaiting disposal. The City of Stockton proposed the possibility of using the
soil at the French Camp Landfill as daily cover. Characterization for TPH, BTXE and priority
metals, as required by the Landfill's permit to operate, will proceed prior to submittal of a soil
disposal plan. Within the next quarterly report, due February 1993, the results of the
characterization and a soil disposal plan will be included.
* The emergency domestic well will be destroyed in the next quarter. The well contractor has been
selected and a permit and work plan will be submitted within two weeks. Following review and
permit acceptance the well destruction will be scheduled.
110 West Sonora
* All field work has been completed in the last quarter. The data gathered to date indicated vapor
extraction may be a viable option. Additional wells that are screened selectively for the different
soil layers need to be installed and more testing conducted to determine the efficiency of the
system. The data also shows a sandy soil layer that runs generally from the south to the north,
with contamination going in the north direction with the groundwater flow. This is generally
bounded to the west and the east by silty clay soils. The extent of the contamination in the sand
layer to the north has not yet been defined. The groundwater pumping tests showed groundwater
extraction to be a viable option for this site.
* The need for an additional monitoring well to the west of the site was discussed and it was
generally agreed that a monitoring point in that area was needed.
* By the end of the first quarter of 1993, a workplan for two additional vapor extraction wells, the
modification of an existing vapor extraction well, a soil boring to the north of the former tank
area and an additional monitoring well to the west of the site will be submitted. After the
additional work is completed, additional vapor testing will be conducted for the preparation of the
Final Remedial Plan. The Final Remedial Plan should be submitted between thirty and sixty days
after the completion of this last phase of field work.
1501 Picardy
* Closure certification for this site is pending the receipt of a letter from the COS documenting the
final disposition of the stockpiled soil. PHS/EHD should receive a letter from the COS before the
end of the first quarter of 1993.
Fontana Drive at Smith's Canal
* The quarterly report for the last quarter of 1992 is currently being compiled and will be submitted
soon. Monitoring well #4 still is showing small amounts of free product. A reduction in the
frequency of sampling will be requested in the next quarterly report.
* A workplan for additional soil and groundwater (free.product) plume definition will be submitted
possibly in January of 1993. Funding for the field work may take until March or April of 1993.
* The domestic well at this site is to be destroyed sometime this month or in January of 1993.
