James Giottonini
Page 2
22 East Market
* All underground storage tanks have been removed. There is a section of underground piping
that needs to be resampled. This section will be resampled by March 15, 1994.
' A section of piping remains in place, and requires proper closure. A closure plan should be
submitted to PHS/EHD Unit III and the piping closed in place by March 15, 1994.
* The report discussing the last phase of the investigation is currently being compiled by
RESNA and will be submitted by March 1, 1994. The report will give an estimate of the
residual hydrocarbons remaining beneath the building.
* The last groundwater sampling occurred on September 6, 1993. The sampling frequency is
semi-annual for this site. The sampling of the monitoring well will also be addressed in the
report.
Argonne and Picardy
* The City of Stockton has issued a purchase order for the proposed over-excavation of the
former tank pit. The workplan proposes an additional 5'of soil to be removed and at least
four sidewall samples and one bottom soil sample to be collected to confirm hydrocarbon
removal. The new contractor,Falcon Energy, needs to submit a site specific health and safety
plan before the work can be scheduled. The health and safety plan will be submitted within
2 weeks or another contractor may be selected.
* The work will be completed and the documentation of the work (to include the laboratory
results, chain of custody, and the soil disposal records) will be submitted to PHS/EHD for
evaluation by May 1, 1994.
* Should the limited excavation attempt fail to remove the remaining hydrocarbons, any
additional work at this site should be conducted under the guidance of a qualified
professional.
The next meeting is scheduled for Tuesday,May 3, 1994 at 130 p.m. and will be held at the PHS/EHD office.
Should you have any questions or disagree with this summary of the February 7, 1994 meeting, please contact
Mary Meays at (209) 468-0337 or Linda Turkatte at (209) 468-3441 of my staff.
Ernest M.
