El Dorado Street Stockton CA 95202-1997 RE: Response to your letter dated January 6, 1994 In the above-referenced letter you requested that San Joaquin County Public Health Services Environmental Health Division (PHS- EHD) provide you with a written account of the reasons this department will not recognize soil sample results from two sampling events . In regard to the sampling performed at Fire Station #10, 2903 W. March Lane, Stockton, the following reasons apply: 1) In reviewing the chain of custody that accompanied the samples, the sampler relinquished the samples to an employee of the contractor. It is against PHS-EHD policy to allow the contractor to ever have possession of samples obtained during a tank removal . This is the basis for requiring a third-party sampler at all tank removal activities in order to ensure the integrity of the samples. 2) The employee of the contractor then transferred the samples to another employee without documenting this on the chain of custody. 3) The samples were then held by the contractor for 8 days under unknown conditions. 4) The samples were then relinquished to Greyhound, however, the initials of the receiving party at Greyhound were not obtained. 5) Finally, the samples were turned over to the laboratory (who did supply a signature) without a relinquishment signature by Greyhound.
