El Dorado Street <br /> Stockton CA 95202-1997 <br /> RE: Response to your letter dated January 6, 1994 <br /> In the above-referenced letter you requested that San Joaquin <br /> County Public Health Services Environmental Health Division (PHS- <br /> EHD) provide you with a written account of the reasons this <br /> department will not recognize soil sample results from two sampling <br /> events . <br /> In regard to the sampling performed at Fire Station #10, 2903 W. <br /> March Lane, Stockton, the following reasons apply: <br /> 1) In reviewing the chain of custody that accompanied the <br /> samples, the sampler relinquished the samples to an employee <br /> of the contractor. It is against PHS-EHD policy to allow the <br /> contractor to ever have possession of samples obtained during <br /> a tank removal . This is the basis for requiring a third-party <br /> sampler at all tank removal activities in order to ensure the <br /> integrity of the samples. <br /> 2) The employee of the contractor then transferred the samples to <br /> another employee without documenting this on the chain of <br /> custody. <br /> 3) The samples were then held by the contractor for 8 days under <br /> unknown conditions. <br /> 4) The samples were then relinquished to Greyhound, however, the <br /> initials of the receiving party at Greyhound were not <br /> obtained. <br /> 5) Finally, the samples were turned over to the laboratory (who <br /> did supply a signature) without a relinquishment signature by <br /> Greyhound. <br /> In regard to the sampling performed at the Police facility, 22 E. <br /> A Division of San Joaquin County Health Care Services <br />
