It was stockpiled at the City <br /> of Stockton Municipal Service Center (MSC) at 1465 South Lincoln Street. On a routine <br /> round of testing in early August 1993, it was .discovered an estimated 50 cubic yards had <br /> been removed. In composite testing, conducted in July 1992, soil in this area had shown <br /> some contamination. <br /> John Lane, Resna, contacted me on August 9, 1993, to advise of the missing soil and to <br /> inquire if I knew of its disposition. Until his call I was unaware of any soil being removed <br /> from this stockpile. After being made aware of the problem I initiated a process of <br /> interviewing personnel from various departments: Parks & Recreation, Municipal Utilities, <br /> and Public Works, to determine who used the soil and where it was placed. <br /> Following City employees were interviewed by me or Ron Penix: <br /> Parks & Recreation: McClellan Terry, Senior Parks Supervisor; Chris Moreno, Senior Parks <br /> Supervisor; Tom Nowak, Senior Golf Course Supervisor; Bob Jarvis, Tree Maintenance <br /> Supervisor; Bob Weatherred, Parks/Golf Course Supervisor; Herb DeVorss, Tree Surgeon; <br /> Criseldo Sanchez, Parks Worker JI. <br /> Public Works: Ron Penix, Sr. Public Works Supervisor; Dan Davis, Public Works <br /> Supervisor; Doug Kinser, Maintenance Worker 11; Glenn Mathews, .Maintenance Worker II. <br /> Municipal Utilities: Joe Bulawit, Collection System Supervisor; Larry Howe, Heavy <br /> Equipment Operator; Ralph Ruiz, Senior Water Systern Operator. <br /> "STOCKTON...CALIFORNIA'S SUNRISE SEAPORT" <br />
