According to Elisa Moberly, these lab <br />back boxes are being used to store and transport "pesticides, herbicides, and non-RCRA wastes with a Ph between <br />4-10 that test negative for oxidizer". At the time of inspection, "flammable" label was observed on the lined cardboard <br />overpack container, and "corrosive" label was observed on a black poly 55 -gallon container. It's unclear if these <br />containers are compatible with all the wastes for which they are being used at this site. Hazardous wastes shall be <br />stored in a container made of or lined with materials which will not react with, and are otherwise compatible with, the <br />hazardous waste to be transferred or stored, so that the ability of the container to contain the waste is not impaired. <br />Immediately provide a proof that these containers are approved for storage and transportation and are compatible <br />with the substances for which they are being for. Submit proof of correction to the EHD. <br />This is a Class II violation. <br />403 <br />CCR 66265.173 Failed to keep hazardous waste containers closed except when adding or removing hazardous <br />waste. <br />One black 55 -gallon metal container storing medical hazardous waste, was observed with a lid which was not closed. <br />No waste was being added or removed to this container at the time of inspection. All hazardous waste containers shall <br />be closed at all times except when adding or removing waste. This container was closed, as appropriate, at the time <br />of inspection. This was corrected. <br />This is a Class II violation. <br />607 <br />CCR 66266.81(b) Damaged lead acid batteries not properly managed and labeled. <br />One damaged lead acid battery was observed inside the storage area along with other undamaged lead acid <br />batteries. Any damaged battery shall be managed so as to minimize the release of acid and lead and to protect the <br />handlers and the environment, including at a minimum: <br />1. stored and transported in a nonreactive, structurally secure, closed container capable of preventing the release <br />of acid and lead; <br />2. a container holding one or more damaged batteries shall be labeled with the date that the first battery in the <br />container was placed there, i.e., the initial date of accumulation; <br />3. all container labels shall be written in ink, paint or other weather -resistant material so that the date is legible and <br />conspicuous <br />4. a container holding one or more damaged batteries shall be packed for transportation in a manner that prevents <br />the container from tipping, spilling or breaking during the transporting. <br />This was corrected at the time of inspection, ensure that all damaged lead acid batteries are stored, and labeled in <br />accordance with the Title 22 regulations. <br />This is a Class II violation. <br />Page 5 of 8 <br />
