As for the fire issue, there may be <br />something in the Fire Code that prohibits it, but you'd have to check with City or County <br />Fire. However, they need to be aware that if the saturated carpet is left unattended and <br />the substance leaches into the ground through cracks, etc, than it may result in an <br />unauthorized release to the environment.
