Consent for inspection, sampling, and photographs was granted by Ms. Joanne Smith- <br />Ripp of San Joaquin County Public Works. The inspection was conducted by Mr. Muniappa Naidu, Ms. <br />Kasey Foley, and Ms. Elena Manzo, of the San Joaquin County Environmental Health Department <br />(EHD). During the inspection, the EHD inspectors were accompanied by Ms. Smith-Ripp and Ms. Maelee <br />Janvrin (011ie), the PHHWF supervisor. Inspection was performed on June 26, 2013, the checklist of <br />findings was provided the same day; the full inspection report was provided to PHHWF on July 12, 2013. <br />Class II Violations: 108, 112, 121, 122, 123, 124, 301, 605, and 9999: <br />108. Cooking oil, that is delivered to the PHHWF under a hazardous waste manifest and labeled as <br />"hazardous waste", is being recycled by the Greed Drive Bio of Tracy as "non -hazardous" waste. Any <br />person who generates waste shall determine if the waste is hazardous. The PHHWF shall immediately <br />make a hazardous waste determination for this waste, and submit a written statement by August 12, <br />2013 explaining how this waste stream will be managed in the future. <br />112. The contingency plan for this Facility lacks updated phone numbers. The contingency plan shall be <br />reviewed, and immediately amended whenever any of the following occur: <br />- applicable regulations are revised, the plan fails in an emergency <br />- the facility changes in its design, construction, operation, maintenance, or other circumstance in a <br />way that materially increases the potential for fires, explosions, or releases of hazardous waste or <br />hazardous waste constituents or changes the response necessary in an emergency <br />ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. <br />THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE <br />EHD22-02 Rev 04/19/12 1111A Page HW INSPECTION REPORT <br />
