San Joaquin County Household Hazardous Waste Program <br />Aerosols Sorting & Packing Policy <br />Aerosol products are packaged in closed steel cans that come in a variety of sizes. Products including <br />deodorants, hair sprays, automotive cleaners, household cleaners, paints, and pesticides are <br />packaged in aerosol form. Each aerosol can also contains a propellant in the form a compressed, <br />liquefied gas such as butane or propane. The compressed gas is responsible for creating the pressure <br />which propels the product out of the can when the valve is pushed open. The propellant is also <br />responsible, in part, for the aerosol can management method. Since most of the propellant gases are <br />flammable, they are categorized and shipped under the flammable gas (Division 2.1) hazard class. <br />Re -use is the preferred materials management method because it conserves energy and resources <br />and saves disposal costs. Aerosol paints (spray paint) and other consumer products in reusable <br />condition are reserved for beneficial reuse. Customers must be 18 or older, or accompanied by an <br />adult, and must sign the Reuse Liability Waiver Form, as described in the County Reuse Policy, before <br />taking any aerosol products from the HHW Facility Reuse Room. <br />To be considered for reuse, products must meet the following Quality Assurance criteria: <br />the product is in the original container and appears to be uncontaminated <br />the container is at least half full <br />• the label is intact and readable <br />• the container is not compromised and is relatively clean <br />■ the product has not expired and is currently available over-the-counter <br />■ the product is not on the banned or restricted pesticide list, and is not a pesticide <br />recommended for use on food crops <br />Recycling or Incineration: Aerosol products that are not in reusable condition shall be sorted and <br />packaged appropriately and sent for recycling or incineration.* <br />Aerosol products are managed in a safe manner to protect against accidental discharge, in <br />accordance with the specific conditions outlined in 49 CFR § 173.306 (formerly US DOT -SP 12842): <br />■ Aerosol products are first screened to verify the contents are contained in strong outer packaging <br />(the can is not leaking or cracked). <br />Empty, partially used, and full household aerosol products in strong outer packaging shall be <br />protected against accidental discharge by employing the following controls: <br />Each aerosol container must be fitted with a protective cap to protect the valve stem, or if no <br />protective cap is available, the valve stem must be removed from the can. <br />Aerosol products in compromised packaging (can is leaking, cracked, or the product is otherwise <br />not contained in strong outer packaging) shall be segregated and packaged appropriately. <br />*§ 173.306(k), authorizes the highway transport of aerosol containers conforming to 49 CFR § 173.306 not to exceed 500 kg (1,100 <br />pounds) when transported for the purpose of recycling or disposal. <br />
