Bo'x 6754
Modesto'; CA 95355
RE: Preliminary Assessment Report: 1405 S. MC Henry, Escalon
Please be advise that this office has reviewed the above referenced report.
We have found the report to inadequate as the following considerations are not
addressed.
1. The workplan submitted December 30, 1988 and reviewed by San Joaquin
Local Health District stated that soil samples at the bottom of the hole
would be collected and submitted to the laboratory for analyses. The
bottom of hole on borings 8 and 9 at 20 feet were not submitted for the
recommended analyses.
2. The primary element of the investigation was diesel contamination;
diesel was consistently found throughout the borings of 8 and 9.
3. Lab results for the waste oil borings were not included in the report.
Due to the proximity of groundwater and consistent encountering of xylene and
toluene ',,petroleum constituents to a depth of 20 feet below the facility grade,
a groundwater investigation is warranted.
These concerns shall be addressed in a work plan for continued field
investigative work. This workplan shall be submitted to San Joaquin
Environmental Health Division and the Regional Water Quality Control Board of
concurrent review no later than August 28, 1989.
If you have any questions, please contact Diane Hinson of my staff at
(209) 468-3450.
Jogi Khanna, .,M.D., MPH
He h Offer ,
on Val,inoti, Director
Environmental Health Division
RV/DSH:m'a
cc: RWQCB-Region 5 Attn: G.L.
