Geological Audit Services Inc.
- _-= 1803 W. March Lane, Suite A•Stockton, CA 95207•(209)956-0264• FAX(209)956-0700
ow
140p- 14 December 1992
(GeoAudit CV55-59E2-1. 32)
Ms. Linda Turkatte
San Joaquin County Public Haalth Services
Environmental Health Division
445 N. San Joaquin Street
Stockton, California 95201
Subject: Soil Remediation Plan
Escalon Packers Cannery - i
1905 McHenry Ave
Escalon, CA
Dear Ms. Turkatte:
On behalf of Escalon Packers, Inc. , Geological Audit Services has
investigated potential remediation alternatives for the six DOT
drums of contaminated soil and three drums of decontamination water
that are presently stored on site at the referenced address. These
drums contain drill cuttings and steam-cleaning rinseate
accumulated during the drilling of soil borings at the site in
January and May 1992 . We have considered the following options:
1) Using the contaminated soil to produce asphalt, for on-site
use.
2) On-site bioremediation of soil, and off-site disposal of
the water at a licensed facility.
3) On-site ozone treatment of soil and water. Ozone remediation
is a developing technology that has been used successfully to
remediate both soil and water in Florida and elsewhere.
4) Off-site disposal of soil and water at a licensed facility
(Forward Landfill) .
5) Off-site disposal of the water, and on-site disposal of soil
in the former concrete heating vault, followed by encasement
of the soil in concrete.
It does not appear that appropriate vendors are available at this
time to initata remediation alternatives 1 and 3 . Our efforts to
identify suitable contractors to perform the remediation have been
unsuccessful.
Alternatives 2 and 4 could require testing of soil and water
samples to self-certify that the contaminated materials are non-
hazardous. Due to the small. volume of material, these alternatives
are relatively expensive,, and would require either that the
contaminated soil be hauled to another site for disposal or
periodically treated and sampled before on-site: disposal.
Therefore, we recommend implementation of alternative 5.
Environmental Services•Hydrogeology•Geotechnical Services
