Phase II Environmental Site Assessment <br /> Manteca Multimodal Station Project Southeast of Moffat Boulevard and Main Street,Manteca, California <br /> PROJECT HISTORY <br /> Rincon conducted a Phase I Environmental Assessment(Phase I ESA) for the subject property in <br /> February 2010 (report dated June 30, 2010). Based on the preliminary findings of the Phase I <br /> ESA conducted for the site, the following suspect environmental conditions were identified: <br /> • The former presence of onsite railroad spurs. <br /> • The former presence of the Standard Oil Company supply station on the adjacent <br /> suuuiwc�iiciii pruperiy. <br /> • The industrial uses of properties located south (up-gradient)of the subject property. <br /> • The presence of stained, cracked pavement and a 55-gallon drum on the subject <br /> property. <br /> The Phase I ESA recommended a soil and groundwater assessment of the site to determine if the <br /> property has been impacted by the past site uses and adjacent site uses identified during the <br /> Phase I ESA. <br /> PURPOSE AND SCOPE OF WORK <br /> The purpose of the Phase II ESA was to determine if the former presence of onsite railroad spurs, <br /> former presence of the Standard Oil Company supply station to the south of the subject property, <br /> industrial land uses adjacent to the south of the subject property, and the onsite 55-gallon drum <br /> and stained pavement have impacted soil or groundwater beneath the site. <br /> Our scope of work included the following: <br /> • Health and Safety Program-Rincon Consultants prepared a site specific health and <br /> safety plan. The plan outlined the procedures that Rincon Consultants' personnel <br /> followed to minimize the potential for health and safety hazards during the course of <br /> work performed at the project site. <br /> • Utility Notification-Prior to the commencement of the subsurface drilling, Rincon pre- <br /> marked the drilling area in white and notified Underground Service Alert utility marking <br /> service. California law required this notification. The utility marking service identified <br /> known utility locations in the public right of way. In addition, Rincon asked the property <br /> owner if they knew of any subsurface utilities in the proposed drilling locations. <br /> • Permitting-Prior to the commencement of the subsurface drilling and sampling <br /> activities, Rincon completed a well and boring permit application and conveyed the fees <br /> required by the San Joaquin County Environmental Health Department(EHD). In <br /> addition,Rincon conveyed an inspection fee that was required by the EHD to mobilize to <br /> the project site during drilling activities. A copy of the permit is in Appendix 1. <br /> • Soil and Groundwater Sampling-Former Standard Oil Company Supply Station <br /> and Industrial Adjacent Land Uses South of the Site-Using a Geoprobe direct push <br /> rig, five soil borings (B 1 through 135) were advanced along the southern boundary of the <br /> subject property to a maximum depth of 25 feet below grade. Soil samples were obtained <br /> from depths of 5, 10, 15, 20, and 25 feet below grade. In addition, a grab groundwater <br /> sample was collected from each of the five borings. Groundwater was encountered <br /> between 18 and 22 feet below grade. Select soil samples and the groundwater samples <br /> were analyzed for TPH and VOCs. <br /> r Rincon Consultants <br /> 4 <br />
