Northwest Pipe Spill Prevention, Control, and Countermeasure (SPCC) Plan 62
Company Tracy Plant
wU e t Pipe
Company
Title: SPCC Storage Container Inspection& Integrity Testing Guidelines
Step 3: Use the Inspection Schedule Table(Section VII of this guidanoe)to determine if
your tank's INSPECTION REQUIREMENTS,
IV. definitions
These def in itions will help you navigate throng h this guidance, please refer to full definitions in
the SPCC regulations andfor Steel Tank Instihite(STI)SPDD1:Standards for the Inspection of
Aboveground Storage Tanks(61'Edition).
Shop Fabricated Tank..A welded AST fabricated in a manufacturing facility,or a welded AST
without a nameplate with a volume less than or equal to 50,006 US gallons.
Elevated Tank: An aboveground storage tank (AST) not in contact with the ground that is
elevated above the surface of the ground or bottom of a vault that allows for a visual external
inspection of the bottom of the tank.
Fiefd Erected Tank:A welded metal AST erected on-site where it will be used_ The maxin um
height is 50 fee#the maximum diameter is 3D feet_ Or,an AST without nameplate that is more
than 50,066 US gallons with a maximum shell height of 50 feet and a maximum diameter of 30
feet
Portable Contaim?v A closed-bp AST greater than 55 US gallons not intended for fixed
installation. Drums are considered portable containers.
Ouerfilf Protection: systems, procedures, or devices used to prevent liquids in ASTs from
running over or spilling out during the filling process. Overfill protection is required on all tanks
under the SPCC Rule(40 CFR 122.8(c)(8)). A person with view of a direct response visual level
gaugewho is physically present and in control of a shutoff device during the entire filling process
counts as overfill protection.
V. Disclaimers
This guidance document was developed using information obtained from the Steel Tank Irtstihtte
(STI) SP001: Standards for the Inspection of Aboveground Storage Tanks(61^ Edition)_ This
standard was written to meet the intent cf the EPA's requirements for tank integrity testing set
forth in 40 CFR 112.8(cK6). Certified testing takes into account the tank design, as well as the
tank age and condition_ Certified testing may show decreased tank integrity, such as reduced
wall thickness, corrosion,or damage. These findings may require more frequent inspections_
In addition, changes in the tank configuration, location, and features may also change the
recommended integrity test interval_ Should certified inspections indicate integrity testing is
required more frequently, this recommended testing interval will supersede the STI Sf'061
recommendation.
This guidance is i mended to be used for steel ASTs that hold oils as defined by the SPCC Rule
(40 CFR 112). Other tanks that may not meet the intent of the STI SPOD1 standard include high
pressure tanks, plastic tanks,or tanks that hold I iquids other than fiam mable and combustible
liquids_
Page 2 of d
Last revised 0M&2020
