❑� Northwest Pipe Spill Prevention, Control, and Countermeasure (SPCC) Plan 44 <br /> �--. Company Tracy Plant <br /> 40 CFR Part/ SPCC Plan <br /> CA HSC Requirement Location <br /> • Sumps and collection systems; <br /> • Culverting, gutters, or other drainage systems; <br /> • Weirs, booms, or other barriers; <br /> • Spill diversion ponds; <br /> • Retention ponds; or <br /> • Sorbent materials. <br /> Practicability of Secondary Containment <br /> 112.7(d) If it is determined secondary containment structures or equipment is not N/A <br /> practicable, the SPCC Plan must explain clearly why such measures are <br /> impractical. If secondary containment is determined to be impractical; the <br /> following is required: periodic integrity testing of the containers and periodic <br /> integrity and leak testing of the valves and piping. In addition, the SPCC Plan <br /> must contain the following: <br /> 1. An oil spill contingency plan following the provisions of 40 CFR 109; <br /> and <br /> 2. A written commitment of manpower, equipment, and materials <br /> required to expeditiously control and remove any quantity of oil <br /> discharged that may be harmful. <br /> Inspections,Tests,and Records <br /> 112.7(e) Inspections required by this part should be in accordance with written 5.4, Table 5.4 <br /> 25270.4.5 procedures developed for the facility. Written procedures and a record of &Appendices <br /> inspections and tests, signed by the appropriate supervisor or inspector, must G, H , I &J <br /> be kept for 3 years. <br /> Personnel,Training, &Discharge Prevention Procedures <br /> 112.7(f)(1) At a minimum,train all oil handling personnel in the operation and maintenance 5.5& <br /> of equipment to prevent discharges; discharge procedure protocols; applicable as described in <br /> pollution control laws,rules and regulations;general facility operations;and,the Appendix H <br /> contents of the facility SPCC Plan. <br /> Designated Person Accountable for Discharge Prevention <br /> 112.7(f)(2) An individual accountable for discharge prevention and who reports to facility 5.5.1 <br /> management must be designated. <br /> Discharge Prevention Briefings <br /> 112.7(f)(3) Discharge prevention briefings should be conducted at least once per year to 5.5.2 <br /> assure adequate understanding of the SPCC Plan for the facility. Such &Appendix H <br /> briefings must highlight and describe known discharges or failures, <br /> malfunctioning components, and any recently developed precautionary <br /> measures. <br /> Security <br /> 112.7(g) Access to oil handling, processing and storage areas must be controlled and 5.6 <br /> secured; master flow and drain valves must be secured; unauthorized access <br /> to starter controls on oil pumps must be prevented; out-of-service and loading/ <br /> unloading connections of oil pipelines must be secured; and security lighting <br /> must be adequate to both prevent acts of vandalism and assist in the discovery <br /> of oil discharges. <br /> Tank Truck Loading/Unloading Rack <br /> 112.7(h)(1) Loading / unloading rack areas must be designed to have any containment 5.7 <br /> system to hold at least the maximum capacity of any single compartment of a <br /> tank car or tank truck loaded or unloaded at the facility. <br /> 112.7(h)(2) Provide an interlocked warning light or physical barrier system, warning signs, 5.7.2 <br /> wheel chocks, or vehicle brake interlock system to prevent vehicles from &Table 5.5 <br /> departing before complete disconnection of flexible or fixed oil transfer lines. <br /> 112.7(h)(3) Prior to filling and departure of any tank car or tank truck, closely inspect the 5.7.2 <br /> lowermost drain and all outlets of such vehicles for discharges, and if &Table 5.5 <br /> necessary, ensure that they are tightened, adjusted, or replaced to prevent <br /> liquid discharge while in transit. <br /> Field Constructed Aboveground Containers <br /> 112.7(1) 5.8(N/A) <br />
