Memo From the Desk of Mary Ways
Senior REHS
To: Donna Heran, Director
Date: May 12, 1995
Subject: 135 East Miner
San Joaquin County Public Health Services, Environmental Health Division (EHD), began
implementation of the underground storage tank program in 1986. Prior to 1986, records
regarding the operation of underground storage tanks were typically kept by the Fire
Department and any tanks which were removed or abandoned in place were not regulated
by the EHD.
Attempts to locate information regarding the usage and potential contamination from an
underground storage tank at the former Chase Chevrolet dealership were unsuccessful. The
site is not listed on the contaminated site list nor on the underground storage tank list.
However, within the last year or so, I recalled seeing a historic photo of the dealership with
gasoline dispensers located near the corner of Hunter and Miner. I contacted Leslie Crow,
historian for the Bank of Stockton, and obtained for $12.00 a print of the photograph
(attached).
If the Child Abuse Prevention Council was interested in leasing or renting the property,
there would be no responsibility assumed for potential liability associated with contamination
which may be present. However, if the Child Abuse Prevention Council was interested in
purchasing the property, based on information that the facility operated underground storage
tanks, a recommendation to perform a site assessment would be made. The site assessment
would consist of a review of the site's history and the drilling and sampling of soil borings.
This type of assessment would provide information which the Council could use to determine
the value of the property and possible costs associated with the remediation, should it be
required. Often times the current property owner pays for the site assessment, although this
is negotiable.
