University of the Pacific Spill Prevention, Control, and Countermeasure (SPCC) Plan <br />Stockton, California Aboveground Fuel Storage Tanks <br />Convault AST Tank #1: external inspection to be performed by December 31, 2012 <br />4.2.7 Heating Coils (40 CFR 112.8(c)(7)) <br />There are no internal heating coils for ASTs. <br />4.2.8 Overfill Prevention Systems (40 CFR 112.8(c)(8)) <br />Facility personnel are present throughout the filling operations to monitor the product level in the <br />tanks. In addition, the #3 Convault AST tank has a five — gallon secondary spill containment <br />around each fill port to contain potential spills during filling operations. <br />4.2.9 Effluent Treatment Facilities (40 CFR 112.8(c)(9)) <br />The Physical Plant's storm water effluent discharged into the City of Stockton municipal storm <br />water drain system is observed and records maintained according to the frequency required by <br />General Permit for industrial stormwater discharges(at least once per month) to detect potential <br />visible fuel sheens that would be indicative of fuel release issues. <br />4.2.10 Visible Discharges (40 CFR 112.8(c)(10)) <br />Visible discharges or any minor spills are stopped immediately. Any fuel spill is promptly removed <br />from the impacted surfaces, cleaned-up and disposed of according to the waste disposal method <br />described in Part 5 of this Plan. <br />4.2.11 Mobile and Portable Containers (40 CFR 112.8(c)(11)) <br />At the Physical Plant, small portable oil and hydraulic fluid storage containers, such as 55-gallon <br />drums, are stored inside the maintenance shop where secondary containment is provided by spill <br />pallets. Any discharged material is quickly contained and cleaned up using sorbent pads and <br />appropriate cleaning products. There are no mobile or portable containers present at ASTs #1, <br />2, 4. 5 or 6. <br />4.3 Transfer Operations, Pumping, and In-Plant Processes <br />(40 CFR 112.8(d)) <br />Fuel transfer operations at this facility include: <br />The filling of each of the ASTs from a tanker truck. <br />The transfer of fuels to Physical Plant vehicles from the AST <br />-28 <br />Version 1.0, 11/28/2016
