i 12 July 2001 ~ <br /> AGE-NC Project No 98-0432 <br /> Page 5of10 <br /> A high volume shallow agricultural water well is located approximately 2,000 feet northwest of the <br /> site (Well Survey, dated 20 April 2000) To protect these wells and to comply with the PHS-EHD <br /> letter directive, dated 11 April 2000, AGE proposes to install, operate and maintain an interim <br /> ground water pump-and-treat remediation system utilizing ground water extraction well EW-1 with <br /> a dedicated low-flow ground water submersible pump The goals of this interum remediation effort <br /> are <br /> • To inhibit migration of dissolved MTBE-impacted ground water off-site, <br /> • To decrease the extant and mass of the MTBE-plume, <br /> • To provide some degree of immediate relief and protection for the endangered water wells, <br /> and <br /> • To protect the beneficial use ground water supply <br /> Based on conditions encountered during the ground water aquifer pumping test in May 2001, a low- <br /> flow ground water pump-and-treat system appears to be an effective method to establish hydrological <br /> . control of the plume of MTBE-Impacted ground water and to reduce the mass of MTBE impacted <br /> ground water <br /> Based on PHS-EHD letter directives to install and continuously operate a pump-and-treat system in <br /> the area of the highest ground water MTBE contanunation(Appendix A), AGE proposes to install <br /> a dedicated low-flow ground water pump in EW-1 and initiate on-site interim remediation utilizing <br /> a pump-and-treat" technology Drilling and interim remediation activities will consist of the <br /> following tasks <br /> • Permitting and pre-field work preparations, <br /> • Installation of a ground water treatment system, <br /> • Operation and maintenance of a ground water treatment system and <br /> • Preparation of quarterly reports <br /> i <br /> 3 1 PERMITTING AND PRE-FIELD WORK PREPARATIONS <br /> Applicable site permits will be obtained from the City of Manteca (I a discharge, building , <br /> electrical,etc ) In addition,an update to the health and safety plan presently on-file will be prepared <br /> in accordance with Occupational Safety and Health Guidance Manual for Hazardous Waste Site <br /> .
