Carlton Avenue <br /> Stockton, California 95203 <br /> Subject: Letter Proposal for Emergency Interim Remedial Action <br /> 1766 Monte Diablo <br /> Stockton, California <br /> Dear Mr. Chapin: <br /> On August 6, 1993 Walsh & Associates, Inc. (WALSH) detected an unknown thickness (>_3 ft) <br /> of free product in the existing monitoring well at 1766 Monte Diablo Avenue in Stockton. <br /> California. After speaking with Mr. Harlin Knoll of San Joaquin County Environmental Health <br /> Division (SCEHD) on August 9 about the floating product, it was decided that interim remedial <br /> action was necessary to mitigate the contaminants. We also discussed the issue of financial <br /> reimbursement from the SB2004 program regarding the need for three cost estimates. The matter <br /> was referred to Mr. Toru Okamoto of the state cleanup fund. During a telephone conversation <br /> with Mr. Okamoto on August 10, it was stated that because of the urgent nature of the situation <br /> and the report deadline of 45 days, three cost estimates would not be necessary providing that the <br /> charges were not deemed excessive and that the state would reimburse for the interim remedial <br /> work. Additionally, the state would reimburse for the purchase of required remedial equipment <br /> less anv residual value approximated by the consultant. <br /> WALSH is prepared to take immediate remedial action to mitigate the free product detected at <br /> the site. Initially, data will be collected to characterize the actual thickness and existence of the <br /> free product. If it is discovered that the monitoring well is acting as a sump, then passive <br /> skimming will be implemented, which involves periodically hand bailing product out of the well. <br /> If it is determined that free product is present in the soil formation outside of the monitoring <br /> well, then active skimming will be necessary. Active skimming requires the use of remedial <br /> equipment and involves product recovery and disposal. <br /> This work will be performed on a time and materials basis according to our 1993 Schedule of <br /> Charges and General Conditions.
