Mr. Russell Chapin
October 9, 1992
Page 3
Chapin Brothers thus requests that they be permitted to backfill the tank
excavations as sooii as possible after tank removal and collection of the required
samples below the tanks. Tbis would minh--nize site disturbance and would mitigate
potential safety hazards posed by the proximity of the excavati-wis to streets and
sidewalks. Once tank removal and backfilling is complete, Chapin Brothers will
proceed with the subsurface investigation required by San Joaquin County and the
California Regional Water Quality Control Board.
The initial phase of investigation will include delineation of the extent of soil
and groundwatcr contamination. Once delineated, the responsible parties can define
and tui 'textent appropdate measures to Writlgate contaimna?loll. A mininiarn of
three additional monitoring wells will be required to evaluate the groundwater flow
direction and the limits of contamination. It is also likely that it will be necessary to
drill borings or install wells on adjoining properties or in the City of Stockton right-of-
way.
State guidelines require that a"Preliminary Assessment Report"be prepared
should include:
• Name and address of site, tank owner, and contact person.
• A map showing the site relative to nearby landmarks (see Site Location Map,
Plate 1).
• A site map (Generalized Site Plan, Plate 2) showing the tanks, piping systems,
adjacent streets and buildings, septic tanks and leach fields, and underground
iItih..ales.
• Results of tank tests or initial site work completed.
• Estimates of liquid leaked into the environment.
• History of site use.
• Local topography, geology, nearby streams, depth to groundwater.
Pro--dmity of private or municipal wells and irrigation wells within 2,000 feet.
• 1 ocatinnofnP.a_ rby septic tanks and undergrouild_public utility lines.
k(e GFR
FQDTT
ititic7cr3f:
