flay 3, 1993
'"Is "m D
Public Health Services of Hut vr.
San Joaquin County MAY 0 3 1993
Or. Harlan Knoll ENVftMEi ALTH
 45 N. San Joagttin St.
Stockton, CA 95201
Dear Harden:
As expressed In our last conversation, the Department of Commerce has
tentatively approved our application for funds to remove the UST's located at 1766
Monte Diablo Ave. Consequently, we are prepared to mave forward and obtain on
approval on a site work plan and file for the necessary permits to Initiate the
proposed work.
In regards to the work plan, It is our desire to remove the UST's and beck-fill the
... rank excavations as soon as possible after tank removal and collection of the
required soil samples. We feel this Is necessary because of the liability and
safety concerns associated with the proximity of the site to Vlctory Elementary
School and to the public sidewalks bordering the site. In addition, we also
regtiest permission to haul any large amount of surplus dirt resulting from the
excavation to our rural property located on Beyer Lane (plot-plan enclosed).
We feel both of these requests would minimize site disturbance and mitigate
safety hazards associated with small children being attracted to a twenty-foot
pit located.directly across the street from their school. Also, we have advised Mr.
France, principal of Victory School, of the'aflticiodied work and he shares our
concern. He suggested that he would be happy.to send home a letter to the parents
warming the children to take extra precautions when passing the site.
On the matter of the nuts and bolts of the proposed project, we Intend to fence off
both sides of the exposed area during the period of excavation and plan to have Jim
Thorpe remove the UST's and resurface the yard. Additionally, we have contracted
with Roger Foote Associates to Initiate the subsurface Investigation once tank
removal and back-filling Is completed as Is requited by San Joequin'County and the
California Regional Water quality Control Board (Foote work plan enclosed).
1
