Hf Nl)1"thE 171 C(Lj1fi11711C! 03 April 1997 AGE-NC Project No. 95-0103 Mr. Russell Chapin CHAPIN BROS. 1203 North Carlton Avenue Stockton, California 95203 Subject: Remediation System Installation Update CHAPIN BROS., INC. 1766 Monte Diablo Avenue, Stockton, California Dear Mr. Chapin: The following is an update for installation of the soil extraction(SVE) and in-situ air sparging (IAS) remediation system at the referenced site: • The EnvioSparge IAS system was installed and connected to the existing sparging point piping and was operation on 24 March 1997. The IAS system will deliver 4 to 5 cubic feet per minute at a pressure of 12 to 15 pounds per square inch, adequate to volatilize the petroleum hydrocarbons in the ground water and begin the transfer of hydrocarbons from the dissolved ground water state into the soil vapor phase. However, additional IAS injection points will be required, as indicated in our letter of 28 March 1997. • The King, Buck/Hasstech (KBI-I) catalytic oxidation system (SVE) was installed and was operational on 01 April 1997. The SVE unit operated at a maximum flow rate for approximately for three hours. • At approximately 1800 hours, the 230 amp power at the P.G.&E. service connection to the site failed. The power demand of the SVE unit was greater than the service connection could supply. • Green Electric, contracted to perform all electrical connection procedures, is presently applying for the appropriate City of Stockton permits for the installation of the new and upgraded P.G.&E. service connection.
