As you are aware, we havz
previously been under contract with Frown arts Caldwell to provide geotechnical services for
this pmject. In our letters dated July 13, and August 25, 1993 recommendations were
-' provided to Brown and Caldwell regarding the backfill of the excavation at the Kcnt Oil
facility_
i
Even thougi bI to cxcavation has extended to alit depth of approximately 45 feet, we understand
that some eorttamination still remains in the bottom of the excavation. Apparently. Sari Joaquin
County Environmental Health has requested that several feet of clay material be placed at the
bottom of tht; excavation to act somewhat like a liner. We have concerns regarding the
operation of equipment and the placement of men in the base of the excavation. For <afecv
reasons we suggest that a plastic liner be considered is lieu of clay mattrial. Since the lc'6,cl
of cbntarnination apparently is relatively low- we suggest khat multi layers or 6 or 10 mil
visWtr) with proper overlapping and caulked seams be considered.
We understand allot once the plastic finer is in placer that approximately 20 feet of free-draining
gravel will be placed in the excavation. Prior to the placement of fill on the gravel, we
recdrwnead that a large vibrating steel dram compactor be used to tfensify the gravel, We
have assumed that the remainder of the backfill will be placed at approximate 1 foot lifts and
that our technician would be scheduled to visit the site every 2 feet of baclill- This would
allow our technician to excavate 12 imhes below subgrade and evaluate the lower lift. For
estirrrating purposes we have assumed approximately 13 trips to the site would be necessary
since the depth of backfill will be approximately 25 feet. We have also assumed that two
labora>:ory compaction curves would be needed as well as some supervision and a final report.
C4pYrtght 7993 RErinfvtdar, Inc_ Page i of 2
KLErn+rELEItR 2825 f4it 5torkron.
