San Joaquin Street <br /> Stockton, California 95201-2009 17-7603-0114 <br /> Subject: Kent's Oil Remediation Project <br /> Preliminary Results of Stockpile Samples <br /> Dear Mr. Collins: <br /> Pursuant to the San Joaquin County's (County) request for characterization sampling of the <br /> excavated soil stockpiled at the subject facility, Brown and Caldwell (BC) was authorized <br /> by Sheldon Oil Company (Sheldon) to collect 32 soil samples from the stockpiles. Samples <br /> were collected under your supervision, at random locations approved by you, and were <br /> submitted to Western Environmental Science and Technology (WEST) Laboratory in Davis, <br /> California. The 32 soil samples were composited by West Laboratory into 16 samples and <br /> analyzed for total petroleum hydrocarbons as diesel (I?Hd) and motor oil (TPHmo) <br /> following the toxicity characteristic leaching procedure (TCL.P) listed in Test Metholi,4 for <br /> 4„ <br /> Evaluatine SolidWaste, 1!hysiggl/Chemiol Methods. vm r 1SW-846. Third <br /> Edition, In addition, five of the composited soil samples were analyzed for TPHd and <br /> • TPHmo following EPA Method 8015. Analytical laboratory data sheets are presented in <br /> },. Attachment A and Summarized in Table 1. In brief, TPHd and TPHmo were identified in <br /> the five soil samples at concentrations ranging from 180 milligrams per kilogram (mg/Kg) <br /> to 2100 mg/Kg TPHd and 480 mg/Kg to 3600 mg/Kg TPHmo. TPHd and TPHmo were <br /> not identified at or above the analytical method reporting limit in the 16 samples analyzed. <br /> following the TCLP Method. <br /> �- The County previously recommended that one sample for every 200 cubic yards of <br /> stockpiled material be collected, composited by the laboratory at a ratio of 2-to-1, and <br /> analyzed following the methods described above. The 32 samples collected to date represent <br /> '~ one sample for every 325 cubic yards. Based on the above results, BC believes that the <br /> stockpiled material has been sufficiently characterized and that additional sampling is not <br /> needed. In addition, based on these results, Sheldon requests the County's approval to use <br /> the stockpiled soil as backfill material. <br /> tr.. <br />
