San Joaquin Street <br /> Stockton, California 95201-2009 17-7643-41/1 <br /> Subject: Kent's Oil Remediadon-Project <br /> Preliminary Results of Excavation Samples and <br /> Amendment to Work Plan for Backfilling of Excavation <br /> Dear Mr. Collins: <br /> Pursuant to the San Joaquin County's (County) request for confirmation of the quality of the <br /> soil in the vicinity of the excavation at the subject facility, Brown and Caldwell {BC) was <br /> authorized by Sheldon Oil Company (Sheldon).to collect ten soil samples from the sidewalls <br /> and bottom of the excavation on September 20, 1993. Samples were collected, under your <br /> supervision, at locations approved- by you, and were submitted to Western Environmental <br /> Science and Technolo,y (WEST) Laboratory in Davis, California, for analysis of total <br /> petroleum hydrocarbons as'diesel (TPHd).and motor oil"(TPHmo) following the toxicity <br /> characteristic leaching procedure (TCLP) listed in Test Methods for Evaluating Solid_Waste, <br /> Physical/Chemical Methods. November 1986, SW-546, Third_Edition. Analytical laboratory <br /> data sheets are presented in Attachment A and summarized in Table 1. In brief, TPHd and <br /> TPHmo were not identified at or above the analytical method reporting limit in any of the ten <br /> samples. Based on these results Sheldon would like to begin backfilling the excavation as <br /> soon as possible. <br /> In the September 3, 1993, BC Status Report For Kent's Oil Remediation Project, there was <br /> a recommendation-to place approximately 2 feet of compacted clay material in the base of the <br /> excavation to act as a Iiner. However, since that recommendation was presented to the <br /> County, Kleinfelder, Inc. (Kleinfelder), the geotechnical engineering fzrm responsible for the <br /> design'and certification of the backfilling of the excavation, has recommended that a clay liner <br /> not be used. They recommend that "multiple layers of 6 or 10 mil visqueen with proper <br /> overlapping and caulked seams be considered."'
