Introduction <br />The California Environm ntal Protection <br />Agency, Department of Toxic Substances <br />Control (DTSC) requests public comments on <br />a Draft Hazardous Waste Facility Permit and <br />Negative Declaration con erning a proposed <br />hazardous waste treatment facility at the <br />Primex Ordnance and Tactical Systems <br />(Primex), Tracy Test Facility. This fact sheet <br />has been developed to inform the public about <br />the proposed project which involves on-site <br />treatment of hazardous waste in a closed <br />vessel detonation unit. In accordance with the <br />California Environmental Quality Act <br />(CEQA), DTSC conducted an initial study and <br />prepared a Negative Declaration concluding <br />that the project will not have any significant <br />adverse effects on the en ironment. <br />H. Facility Oper4tions <br />Primex is located 3.2 mi es southwest of <br />Interstate 580 in San Joaquin County in the <br />city of Tracy (see Figur 1). The facility <br />occupies 540 acres and i bordered by <br />Lawrence Liver„iore Na ional Laboratory to <br />the so:ltl- and and empty fields to the <br />north znd east. 1-ornierly kno,,vn as Physics <br />International Company, Primex began its <br />operations at this location in 1965. <br />Primex develops and conducts research on <br />explosive warheads, primarily under federal <br />government contract. In the past, the Primex <br />Tracy Test Facility developed warheads using <br />the explosives HMX and TNT. These <br />explosives were melted, cast, trimmed into a <br />final configuration and then tested. Waste <br />explosives resulting from the casting and <br />trimming operations were disposed of on-site <br />by open detonation. Rags, filters, and other <br />debris contaminated with explosives were also <br />disposed of on-site by open burning. <br />By June 1991, open detonation and open <br />burning activities ceased. A market was found <br />for waste HMX and TNT explosives <br />and contaminated debris was recycled. <br />In 1992, Primex replaced HM)�`and TNT with <br />anew explosive called LX -14.
