Personnel qualified to act as an EC are on the premises or on <br />call and capable bf quick arrival at all times. The EC is thoroughly familiar with: <br />• All apects of these Emergency Procedures and the Disaster Control Plan; <br />• All o erations and activities at the facility; <br />• Location and characteristics of wastes handled; <br />• The facility layout <br />
