ECKERT ENGINEERING CORP
Page 2
21 August 1987 - Site inspection to witness sampling of the well.
Analytical results requested: benzene toluene x
yt leve and total y
_ petroleum hydrocarbons.
3 September 1987 - Closure plan submitted to PHS/EHD for removal of the
remaining USTs: 5,000 gallon diesel (Tank 01) ; 3,400 gallon Diesel
(Tank #2) ; 2500 gallon gasoline (Tank #3) .
19 February 1988 - Three remaining USTs were removed. PHS/EHD inspector
on site to witness removal. Soil sampling could not be prepared due to
the absence of laboratory sampler. No groundwater or visual soil
contamination was noted by PHS/EHD inspector.
20 March 1988 - Received analytical results for soil samples collected
23 February 1988 for the 19 February 3988 removal. The following
results were documented:
Tank #1 - 5,000 Gallon Diesel
Detection: limits for TPH-G too high
TPH - Motor Oil detected at below reportable limits
Tank #2 - 3,000 Gallon Diesel
21 ppm TPH - Motor Oil
Detection limits for TPH-G too high
Tank #3 - 2,500 Gallon Gasoline
Detection limits too high on volatile organics
13 ppm TPH - Motor Oil
5.0 ppm Total Lead
28 March 1988 - Received laboratory results for water sample collected
21 August 1987. Pesticide analytical results submitted; however,
analyses for BTX and TPH not submitted.
29 March 1988 - Mr. Martin notified by telephone that missing analyses
to be submitted to PHS/EHD.
18 Apri1 1988 - On--site well resampled for TPH and BTX.
11 May 1988 - Analytical results received; no contamination noted in
well samples.
31 October 1988 - Contaminated site documents completed by PHS/EHD,
"Underground Storage Tank Unauthorized Release (Leak)/Contaminated Site
Report"; copy mailed to Eckert Cold Storage Co. (Copy attached)
14 December 1988 - Mr. Watkins of Eckert Cold Storage called regarding
the UAR mailed to company in October 1988. Mr. Watkins was advised of
the documented contamination and the need to perform site assessment to
investigate the extent of the contamination.
Since 1985, PHS/EHD has overseen countless investigations; most driven by the
need for clearances to enable property transfers. PHS/EHD was unable to
[L establish prioritization of its workload due, in part, to the demands of real
estate transactions. Some site investigations were initiated by PHS/ HD
directives for reasons such as those sites posing the greatest threat to
groundwater quality, and sites which were contributing to or intermingled with
