The remaining lot would consist of 55.7 acres. <br /> The project is located at the southwest corner of Ray Road and State Route 12, west of Lodi at <br /> 4580 West Highway 12. <br /> The parcel is zoned AG-40, as are the surrounding properties. <br /> The following staff comments are related to traffic impact of the proposal to Highway 12. <br /> In the Route Concept report prepared by CalTrans staff, this segment of State Route 12 has a <br /> lower level of service that desirable, and its accident rate is higher than state average for this <br /> type of route. The report recommends that this segment be widened in the foreseeable future, <br /> and become a divided expressway. <br /> 1. Controlled access to Highway 12 should be in conformance with CalTrans standards. <br /> 2. Highway 12 could eventually become a four lane facility with turn pockets and other con- <br /> trolled access points. Sufficient ri*ht of way should be considered for such improvements. The <br /> applicants should enter into negotiations with the appropriate levels of governments to dedicate <br /> right of way for such future improvements. <br /> 3. Air quality should be a concern for future residents along a heavily travelled route as High- <br /> way 12 will be in the near future. Carbon monoxide concentrations are highest within the road- <br /> way and within a few feet of either side. Elderly residents may have difficulty breathing and <br /> children may not be able to play outside due to high levels of pollutants in the air. <br /> 4. Staff is concerned that projects of this type will proliferate, adding numerous ingress and <br /> egress points to State Route 12. We would prefer limited access to this roadway which currently <br /> carries 14,000 vehicles per day, and is estimated to carry 22,000 vehicles per day by 2010.
