PROPOSAL OVERVIEW
Bennett Consolidated (hereto referred to as "we") acquired 11 acres of commercial
property on 1163 South Main in the City of Manteca. We acquired the property in
March of 1988. Upon purchase, we understood that the site was briefly used for
parking and repair by Cal Trans trucks. We employed the engineering firm of Dames
and Moore, who concluded that there was contaminated soil and that it was a "minor
problem."
It is the sole intention of our company to make the site completely safe in a correct
manner with full assistance and cooperation with county, state, and federal officials.
During an indepth discussion on June 16, 1988 with Laurie A. Cotulla, R.S.,
Supervising Sanitarian of the Environmental Ilealth Division of the San Joaquin Local
Health District and Jaime Favila, R.S., case worker of our site, it was revealed that:
1) we have correctly addressed the mandatory obligation of
obtaining an EPA number (#CAC000091765),
2) we have correctly processed the required Manifest,
3) there is not a standardized course of action for the
verification of excavation of contaminated soils, and
4) if we voluntarily choose to verify sampling and removal with
the county health officials, it will be necessary to submit a
written proposal.
We wish to verify sampling and removal of contaminated soils and thus we submit
the following proposal. According to documentation I received from your office on
June 13, 1988, in this proposal it is advisable for me to submit data "identifying
locations of sample points, number, depth, types of analyses, lab authorization, etc."
Enclosed in this document is:
1) Application of Environmental Ilealth Permit/Services
2) Authorization to release analytical results
3) two $35.00 checks to obtain the site inspection.
4) Proposal "identifying locations of sample points, number, depth,
types of analyses, lab authorization."
