PROPOSAL OVERVIEW <br /> Bennett Consolidated (hereto referred to as "we") acquired 11 acres of <br /> commercial property on 1163 South Main in the City of Manteca. We <br /> acquired the property in March of 1988. Upon purchase, we understood <br /> that the site was briefly used for parking and repair by Cal Trans <br /> trucks. We employed the engineering firm of Dames and Moore, who <br /> concluded that there was contaminated soil and that it was a "minor <br /> problem. " <br /> It is the sole intention of our company to make the site completely safe <br /> in a correct manner with full assistance and cooperation with county, <br /> state, and federal officials. <br /> During an indepth discussion on June 16, 1988 with Laurie A. Cotulla, <br /> R.S. , Supervising Sanitarian of the Environmental Health Division of the <br /> San Joaquin Local Health District and Jaime Favila, R.S. , case worker of <br /> our site, it was revealed that: <br /> 1 ) we have correctly addressed the mandatory obligation of <br /> obtaining an EPA number (#CAC000091765) , <br /> 2) we have correctly processed the required Manifest, <br /> 3) there is not a standardized course of action for the <br /> verification of excavation of contaminated soils, and <br /> 4) if we voluntarily choose to verify sampling and removal with <br /> the county health officials, it will be necessary to submit a <br /> written proposal . <br /> We wish to verify sampling and removal of contaminated soils and thus we <br /> submit the following proposal . According to documentation I received from <br /> your office on June 13, 1988, in this proposal it is advisable for me to <br /> submit data "identifying locations of sample points, number, depth, types <br /> of analyses, lab authorization, etc." <br /> Enclosed in this document is: <br /> 1 ) Application of Environmental Health Permit/Services <br /> 2) Authorization to release analytical results <br /> 3) two $35.00 checks to obtain the site inspection. <br /> 4) Proposal "identifying locations of sample points, number, depth, <br /> types of analyses, lab authorization." <br /> Barring any negative response, by Wednesday, June 29, 1988, I will assume <br /> the proposal and documentation is correct and will proceed with testing <br /> and verification on Friday, 9:30 a.m. , July 1 , 1988. <br />
