(Caporale) on behalf of Silgan Containers Corporation. The <br /> Report includes the three items requested in my 26 September 2003 letter review of your 30 July 2003 <br /> Groundwater Sampling&Site Closure Report: the cis-l,2-dichloroethane(c1,2-DCE) mass estimate for <br /> groundwater; the BIOCHLOR computer modeling for fate and transport time to reach a steady state <br /> concentration below Water Quality Objectives, and to show how far the plume will travel during that <br /> time; and an updated sensitive receptor survey. <br /> Based on the low concentrations of 1,2-DCE (13 µg/L) in groundwater, which calculates to a residual <br /> mass of 0.60 pounds; a groundwater plume travel distance estimated between 40 and 200 feet, with a <br /> time of 4 years to less than 20 years to reach steady state; and a sensitive receptor survey which shows <br /> that no private or public supply wells will be impacted, Caporale requests site closure. We concur with <br /> your request for closure. By 31 November 2003, please submit a plan of work to properly destroy the <br /> seven monitoring wells. All work must be done in accordance with State and local laws, including <br /> obtaining an appropriate San Joaquin County Environmental Health Department well destruction permit. <br /> Once we receive a letter report documenting that wells have been properly abandoned (removed and/or <br /> destroyed),we can proceed with our site closure process. <br /> Please notify me at least five business days prior to any site work.
