The Report does not include the following
required items for a Closure Request:
• Estimates of remaining mass of contaminants in soil and groundwater, including
1,2-dichlorethene (1,2-DCE).
• Modeling to provide an estimate of the time for all remaining contaminants to reach Water Quality
Objectives (WQO), and the distance that the groundwater plume will travel. For example, 1,2-DCE
varies seasonably from 7 to 13 gg/L, and has a WQO of 6 gg/L. Modeling fate and transport of the
higher 1,2-DCE concentration will provide the estimate of the time required to reach a steady state
concentration below WQO, and show how far the plume will travel during that time, providing data for
evaluating whether sensitive receptors will be impacted by any of the contaminants left in place. The
modeling needs to be done by an appropriately licensed professional.
• An updated Sensitive Receptor Survey of all nearby water supply wells(private and public),which was
requested in Regional Board letters dated 29 November 2001 and 11 February 2002. State in a finding
whether any sensitive receptor will be impacted.
Please be aware that quarterly monitoring must continue until the wells have been properly abandoned. The
Sensitive Receptor Survey and your next monitoring report(third quarter 2003)are due by 30 October 2003.
If you have any questions, please call me at(916)255-3115.
• tN,
JAMES L.
