D R A F T
(October 20, 1992)
Diane Hinson, Emit IV Supervisor
San Joaquin County Public Health Services
Environmental Health Division
post Office Box 2009
Stockton, CA 95201
RE: Site Remediation Workplan for Excavation of Petroleum Hydrocarbon
Contaminated Soil at 1240 Navy Drive, Stockton, CA
Dear Ms. Hinson:
As we discussed, Norcal Waste Systems, the parent company of the Stockton
Scavenger Association, is prepared to proceed with site remediation at the
Stockton Scavenger yard and has requested that the site be entered into the
Local Oversite Program. The following letter proposal is a workplan to
remediate hydrocarbon contaminated soil at this site.
The The Stockton Scavenger- facility is-situated on approximately 4.5 acres of
land at 1240 Navy Drive in Stockton, CA. Geographically, it is located
approximately I mile west- of the intersection of Interstate 5 and Charter way in
township 1N-Range 6E. The workplan proposed for the site is in response to
leaks from the use of diesel and gasoline underground storage tanks which were
removed from the site in September of 1992. The diesel tanks were 10,000 and
7500 gallons and the gasoline tank was 7500 gallons in capacity. Soil samples
taken from the bottom of the excavation tank excavation pits revealed elevated
levels of hydrocarbon contamination.
Norcal Waste Systems proposes to remediate the contaminated soils by
excavation. The excavated soils will be be stockpiled on property according to
requirements set forth by the San Joaquin County Environmental Health Department
and aerated or- bioremediated until the soils meet acceptance criteria for
disposal at a permitted Class III disposal facility. The extent of the
excavation will be limited by the range of contamination as determined by
on-site- analysis -and soil sampling, however it is estimated that no more than
3,000 yd of soil will be removed. -
If you have further questions please contact me at 7.07/552-3110.__
Sincerely,
Jeff Nall.e -
Compliance Specialist
cc: Paul -Molineili, Sr., Stockton Scavenger Association
Larry Sweetser, Norcal Waste Systems, Inc.
4ie.s u..mT_sxzsT
-
