A review of the case file was performed in response <br /> to the recommendation for case closure made by GHD in the Report. The former Blue Star gas <br /> station was located at 4040 East Main Street, Stockton, San Joaquin County (Site). <br /> A case summary follows: <br /> 1) In March 2008 the San Joaquin County Environmental Health Department referred this <br /> USTs case to the Central Valley Water Board due to the Responsible Parties failure to <br /> comply with its directives to conduct groundwater monitoring, submit reports and necessary <br /> work plans for additional investigation, and upload documents to the State Water Board <br /> GeoTracker website. <br /> 2) The Responsible Party failed to respond to multiple Water Board staff directives for over two <br /> years (2008 to 2010), and the case was placed in the State Water Board's Emergency, <br /> Abandoned, and Recalcitrant (EAR) Account Program. GHD, the State EAR Account <br /> consultant, has conducted the work from 2011 to the present. <br /> 3) The Site is a former gasoline service station located on the southwest corner of the <br /> intersection of East Main Street and Oro Avenue (Figures 1, 2A & 2B). The property is <br /> currently a vacant, unpaved lot that has unlimited access (no fencing). <br /> 4) In March 2002, one 6,000-gallon and one 12,000-gallon gasoline, and one <br /> KARL E.
