L. Barton,Professional Geologist
California Regional Water Quality Control Board Central Valley Region
11020 Sun Center Drive, Suite 200
Rancho Cordova, California 95670
Subject: 4040 East Main Street
Stockton,California 95205
The San Joaquin County Environmental Health Department (EHD) is referring the above subject site
to the California Regional Water Quality Control Board Central Valley Region for
enforcement/oversight as the lead regulatory agency. The responsible party, Mr. Khalid Anber, has
failed to comply with directives from the EHD that include submitting past-due reports, conducting
quarterly groundwater monitoring and sampling, and submitting a work plan to investigate the
vertical and lateral extent of the petroleum hydrocarbon plume at the site.
The three underground storage tanks (USTs) at this site were never operated in compliance with UST
laws and regulations. Operation of the UST's ceased in February 1996 according to the EHD records.
Mr. Anber purchased the property in July 2000 and on March 6, 2002 had the UST's, dispensers and
associated piping removed. Analytical results for six soil samples collected from beneath the three
USTs and three composite soil samples collected from the stockpiles are enclosed with two site maps.
One map shows the UST and dispenser locations and the other map shows the soil sample locations at
the time of the UST system removal.
On April 28 and 29,2003, three soil borings (B 1, B2, and B3)were advanced to approximately sixty-
five feet below surface grade (bsg) at the site. A map showing the location for the three borings and
the analytical results for soil and groundwater samples collected from the three borings are enclosed.
On May 2 and 3, 2005, three monitoring wells (MW-1, MW-2, and MW-3) were installed (map
enclosed). All three monitoring wells were screened between 60 and 80 feet bsg. Water samples
from the monitoring wells were collected and analyzed eight times. No reported corrective action
activities have occurred at the site since March 12, 2007. The EHD has not been able to make contact
with Mr. Anber and he did not appear for an administrative meeting scheduled for March 7, 2008, at
the EHD.
If you have any questions regarding this letter or need additional information, please contact Vicki
McCartney at(209)468-9852, or by email at vmccartney a,sicehd.com.
Victoria L.
