Health & Safety Plan at Rally's Stockton page 5 <br /> 5.0 SAFE WORK PRACTICES AND LEVEL OF PERSONAL PROTECTION <br /> The following sections present procedures on how to address safely the primary <br /> potential hazards encountered in the different tasks of this project. The <br /> standard level of personal protection is also defined. Based on the work to be <br /> performed and the type of chemical hazards that may be encountered, EPA <br /> Level D personal protection has been determined to be adequately protective <br /> and suitable for the tasks in this project. All tasks require Level D protection <br /> while certain unexpected tasks may require more stringent protection. These <br /> determinations will be made by the Safety Officer and modifications to work <br /> practice and the required level of personal protection will be specified as <br /> amendments to this section of the plan. <br /> 6.0 POTENTIAL FIRE/EXPLOSION HAZARD <br /> Due to the flammable nature of the hydrocarbons, explosive vapor conditions <br /> will be carefully monitored by Youngdahl & Associates, Inc.. The lower <br /> explosive limit (LEL) for gasoline hydrocarbons is approximately 1 .4% in air. <br /> Using a 10-fold safety factor, a working criteria of 1400 ppmv (10% LEL) <br /> measured by hydrocarbon analyzer is established for explosion hazards. When <br /> measurements reveal this persistent concentration, excavation will cease and <br /> the Safety-Officer will contact the fire department. Should total hydrocarbon <br /> levels in the range of 1000 to 1400 ppmv be detected in the general excavation <br /> work area, work will be stopped, the field crew will be instructed to stay <br /> upwind and the cuttings will be sprinkled to subdue fugitive vapor emissions. <br /> The Safety Officer will direct the work team to the refuge area and contact the <br /> fire department. <br /> 7.0 POTENTIAL HEALTH HAZARD <br /> Depending on site and drilling conditions, the Task Leader in coordination with <br /> the Safety Officer may increase or decrease the level of personal protection. <br /> Such decisions will be made based on initial and periodic measurement of <br /> breathing zone vapor levels, and on other data collected as work is conducted. <br /> Youngdahl & Associates, Inc. will use the following general guidelines <br /> representing EPA Level D personal protection: <br /> Safety boots and gloves are to be worn by sampling personnel and others <br /> who handle contaminated soils and other parts of the drilling & <br /> excavation equipment, <br />
