EI Dorado, Stockton Program: UST <br /> SUMMARY OF VIOLATIONS <br /> CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> This is a Routine and Monitoring Certification Inspection. This is the first Routine inspection for the new <br /> owner who began operating the facility in December 2010. <br /> 9, 11. Liquid sensor in 87-octane fill sump is found lying on its side under at least 3 inches of water. No <br /> alarm had been triggered when first observed during this inspection- <br /> -- The underground storage tank system shall be operated to prevent unauthorized releases, and <br /> monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity- <br /> * Immediately relocate this sensor to the lowest point of the sump and ensure that the sensor is <br /> maintained to detect a leak at all times. Violations were corrected on site; the sensor was pulled from <br /> the water, set vertical, tested for functionality, passed, and returned to a vertical position at the lowest <br /> point of the sump. <br /> 17. The Diesel electronic line leak detector failed to trigger an alarm on the panel when testing a leak. <br /> -- All line leak detectors shall be capable of detecting a 3-gallon per hour leak at 10 psi. <br /> * Immediately have a properly licensed, trained, and certified contractor repair or replace the failed leak <br /> detector (LG 113-x listed, if applicable) and obtain a permit within one business day from the EHD. If the <br /> failed leak detector can't be replaced immediately, there is a possibility that the UST system may be red <br /> tagged to prevent fuel inputs. <br /> 18. The Diesel, 87 and 91-octane spill containers failed when tested. 'A <br /> -- All spill containers shall have a minimum capacity of five gallons and be capable of containing a spill <br /> or overfill until it is detected or cleaned up. <br /> * Immediately contact a properly licensed, trained, and certified contractor to repair or replace the spill <br /> containers under permit and inspection of the EHD. <br /> 45. About 0.5 gallons of water was found in the 91 octane fill sump, and 4-5 gallons in the 87 octane fill <br /> sump. <br /> -- Secondary containment shall be constructed to prevent any water intrusion into the system by <br /> precipitation, infiltration, or surface runoff. Immediately remove this liquid, make a hazardous waste <br /> determination per Title 22 hazardous waste regulations, and manage accordingly (This part was <br /> corrected on site). Immediately contact a properly licensed, trained, and certified ccntractor to address <br /> the water intrusion into the sump under permit and inspection of the EHD. <br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE($122). <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT WTIME AT EHD'S CURRENT HOURLY RATE. <br /> EHD I o Receiv By Title: <br /> t <br /> EHD 23-02 0/1 CONTINUATION FORM <br />
