The Workplan <br /> review period included a review by the Regional Water Quality <br /> Control Board (RWQCB) in order to coordinate approval of the <br /> decommissioning efforts. This letter is issued to provide both <br /> the Department and RWQCB' s comments concerning the <br /> decommissioning effort. <br /> The RWQCB requires that several wells remain in place due to <br /> concerns with elevated levels of various pollutants detected <br /> during the post certification monitoring period (see enclosure) . <br /> The wells to remain active are monitoring wells MW-14 , MW-14D, <br /> MW-16, MW-16D and MW-30 from the Navy Drive site. Any further <br /> action including decommissioning of these wells will be under the <br /> direction of the RWQCB. The contact person at the RWQCB is Ms. <br /> Wendy Cohen, and may be reached at (916) 255-3075 for further <br /> information. <br /> The remaining seven monitoring wells at the Navy Drive site <br /> (MW-1 through MW-6 and MW-15) and all five monitoring wells at <br /> the Field Avenue site (MW-1 through MW-5) have been approved for <br /> decommissioning. The workplan is hereby approved for <br /> implementation with the Department providing oversight as lead <br /> agency. Before implementation, the following should be <br /> considered: <br /> 1. Manufacturers specifications should be followed on all <br /> cement mixtures. <br /> 2 . The Department discourages the use of additives unless <br /> it becomes absolutely necessary and can be justified. <br /> 3 . Calculations should be performed to determine and <br /> monitor the required volume of grout to fill the casing <br /> and approximately 40 % of the gravel pack. <br /> 11 <br />
