k' <br /> J <br /> 1.0 INTRODUCTION <br /> Conestoga-Rovers & Associates (CRA) prepared this work plan on behalf of Equilon <br /> Enterprises, LLC dba Shell Oil Products US (Shell) for proper destruction of the <br /> monitoring wells located at the Former Shell Central Valley Crude Oil Pipelines, <br /> Neighborhoods B, C, and D,Mountain House, California site (Figures 1 and 2). <br /> The Central Valley Regional Water Quality Control Board (RWQCB) is currently <br /> reviewing the site for regulatory case closure and as a result, requested this well <br /> destruction work plan in their email correspondence to Shell dated June 2, 2011. The <br /> proposed scope of work is written to comply with San Joaquin County Environmental <br /> Health Department(EHD) guidelines. <br /> 2.0 WORK PLAN <br /> 2.1 PERMITS <br /> CRA will obtain well destruction permits from the EHD. <br /> 2.2 HEALTH AND SAFETY PLAN (HASP) <br /> CRA will prepare a HASP to protect site workers. The plan will be kept on site during <br /> field activities and will be reviewed and signed by each site worker. <br /> 2.3 UTILITY CLEARANCE <br /> CRA will mark the proposed drilling locations,and the locations will be cleared through <br /> Underground Service Alert and a private utility locating service prior to performing <br /> well destruction activities. <br /> 2.4 MONITORING WELL DESTRUCTION <br /> There are 34 groundwater monitoring wells at the site that will be properly destroyed <br /> after receiving the RWQCB's No Further Action (NFA) letter. CRA plans to destroy all <br /> of the wells by pressure grouting following the EHD well standards because <br /> groundwater monitoring data demonstrates there are no petroleum impacts to <br /> groundwater.
