Hinson <br /> San Joaquin County Environmental Division <br /> October 11, 1994 <br /> Page 5 <br /> Task 1 - Further Excavate Area Below North End of Tank #1 <br /> Woodward-Clyde, in conjunction with Kelleher Environmental Inc., proposes to retain <br /> SEMCO Environmental to further excavate the area below the former location of the north <br /> end of Tank #1 to remove the remaining diesel contaminated soil from the existing <br /> excavation at the YFS Stockton facility. SEMCO will initially excavate using a backhoe with <br /> an extended reach of 26-feet. If the extended reach of the backhoe is not adequate to further <br /> excavate the remaining diesel contaminated soil, then SEMCO will construct an inclined <br /> ramp on the north end of the excavation. SEMCO will then excavate the remaining diesel <br /> contaminated soil from the inclined ramp. Once the diesel contaminated soil is removed <br /> from the excavation, Woodward-Clyde will collect two soil samples from the bottom of the <br /> excavation to confirm that the diesel contaminated soil has been removed. <br /> Task 2 - Collect and Analyze Soil Samples <br /> Woodward-Clyde will collect two soil samples from the bottom of the excavation where <br /> excavation activities were conducted, to confirm the absence of diesel contaminated soil in <br /> the excavation. Woodward-Clyde will also collect 4 to 6 sidewall confirmation samples. <br /> The soil samples will be collected from the backhoe bucket under approval by SJCEHD <br /> personnel. The soil samples will be collected with clean brass liners by pushing the liner <br /> into a chosen sampling point approved by SJCEHD, then placing a Teflon sheeting and <br /> plastic end-caps on the ends of the liners, labeling the samples with sample number, time and <br /> date, and placing them on blue ice in an ice chest, until transported under chain of custody <br /> procedures to a California certified analytical laboratory. The samples will be analyzed for <br /> TPH as diesel using modified EPA Method 8015 and BTEX using EPA Method 8020. <br /> Task 3 - Prepare Tank Closure Report <br /> Woodward-Clyde will prepare a tank closure report describing the additional tank removal <br /> activities and proposed work described in this Work Plan. The report will include a site map <br /> showing soil sample locations, documentation of UST and contaminated soil disposal, review <br /> of sample analysis results, and request for site closure. <br /> 4FA4055W\YFS.WP(10-10-94)SAC <br />
