Box 2089
Stockton, CA 95201
PORT OF STOCKTON, BULK FUEL DISTRIBUTION FACILITIES
In light of the allegations against ST Services and the
documentation of ground water contamination at Time Oil, ST
Services, and Tesoro Petroleum, a ground water investigation in
the bulk fuel distribution area (see attached map) at the Port of
Stockton is warranted.
The Port of Stockton is required to submit a technical report
summarizing and evaluating the work completed to date and the
data gathered from the existing ground water monitoring system.
This report will also present a workplan to define the extent of
soil and ground water contamination, and its impact on surface
water. Details to be addressed, at a minimum, in this report are
on the attached list. This report is preliminary to a remedial
action which must be implemented once the problem is completely
defined.
The Port of Stockton and its tenants have shown an appropriate
concern for the impact the bulk fuel distribution facilities
along Navy Drive have had on the ground water resources of San
Joaquin County. The emplacement of 34 piezometers is a
significant first step in determining the extent of ground water
contamination in this area. About seven bulk fuel storage
facilities lease property from the port in the area of interest
(see attached map) . All of these facilities have the potential to
adversely affect ground water quality.
The report and workplan are to be submitted by 16 July 1987 .
Please call Robert Niblack at (916) 361-5681 with any questions
regarding this report.
ANTONIA K.
