Box 2089 <br /> Stockton, CA 95201 <br /> PORT OF STOCKTON, BULK FUEL DISTRIBUTION FACILITIES <br /> In light of the allegations against ST Services and the <br /> documentation of ground water contamination at Time Oil, ST <br /> Services, and Tesoro Petroleum, a ground water investigation in <br /> the bulk fuel distribution area (see attached map) at the Port of <br /> Stockton is warranted. <br /> The Port of Stockton is required to submit a technical report <br /> summarizing and evaluating the work completed to date and the <br /> data gathered from the existing ground water monitoring system. <br /> This report will also present a workplan to define the extent of <br /> soil and ground water contamination, and its impact on surface <br /> water. Details to be addressed, at a minimum, in this report are <br /> on the attached list. This report is preliminary to a remedial <br /> action which must be implemented once the problem is completely <br /> defined. <br /> The Port of Stockton and its tenants have shown an appropriate <br /> concern for the impact the bulk fuel distribution facilities <br /> along Navy Drive have had on the ground water resources of San <br /> Joaquin County. The emplacement of 34 piezometers is a <br /> significant first step in determining the extent of ground water <br /> contamination in this area. About seven bulk fuel storage <br /> facilities lease property from the port in the area of interest <br /> (see attached map) . All of these facilities have the potential to <br /> adversely affect ground water quality. <br /> The report and workplan are to be submitted by 16 July 1987 . <br /> Please call Robert Niblack at (916) 361-5681 with any questions <br /> regarding this report. <br /> ANTONIA K.
