SECOR <br /> 1.0 SITE BACKGROUND <br /> The site is located at the Port of Stockton within an industrial area of Stockton, California. The <br /> terminal lease area contains fuel distribution terminals and associated pipeline facilities and is <br /> bounded by West Washington Street to the north, Navy Drive to the west, and Stork Road to the <br /> east (Figures 1A and 1B). Three terminals, British Petroleum (BP) (formerly ARCO), Tesoro, <br /> and ST Services are currently operating within the terminal lease area. Two former <br /> underground storage tank (UST) facilities,and the area termed as "Port of Stockton" are also <br /> located within the terminal lease area. Former operators within the terminal lease area include <br /> Time Oil, Unocal, and Stockton Petroleum. Unocal ceased operations in 1992, Stockton <br /> Petroleum in 1992 or 1993, and Time Oil 'n 1996. ST Services is currently utilizing the former <br /> Time Oil Facility. Additionally, Kinder Morgan Energy Partners (KMEP) operates a terminal and <br /> pump station and associated subsurface pipelines, which provide fuel to the adjacent terminals. <br /> The Stockton Terminals Technical Committee (STTC) currently comprises BP (a.k.a. Atlantic <br /> Richfield Company, a BP affiliated company), Tesoro, and Time Oil. <br /> In February 2004, ST Services withdrew from the STTC and areas of responsibility were <br /> redesignated by the remaining members of STTC (BP, Tesoro Petroleum Company Inc., and <br /> Time Oil Company) and ST Services. Separate monitoring and reporting programs (MRPs) <br /> were issued by the California Regional Water Quality Control Board (CRWQCB) to STTC and <br /> ST Services in place of MRP No. 5-01-819, which was implemented through the first quarter <br /> 2004. CRWQCB-CVR MRP No. R5-2004-0823 was issued on May 6, 2004 (Appendix A) and <br /> first implemented during the second quarter 2004. STTC retains the responsibility of addressing <br /> the dissolved plume beneath the northern portion of the site (Figure 1A), while ST Services is <br /> responsible for addressing the dissolved plume beneath the southern portion of the site (Figure <br /> 1A). Table 1 summarizes the wells sampled during the first quarter 2006 in accordance with <br /> MRP No. R5-2004-0823. Well construction details for the wells that are currently covered by <br /> the STTC MRP are provided in Appendix . <br /> Four progressively deeper hydrostratigr ghic units have been defined at the site and are <br /> referred to as the "A" zone, "B" zone, "C" zone, and "D" zone, respectively. As required by MRP <br /> No. R5-2004-0823, the following wells are monitored and sampled during various quarters at <br /> the following facilities: <br /> • BP Terminal: A total of 34 wells are monitored; fifteen of these wells are in the "A" zone, <br /> ten wells in the "B" zone, eight wells in the "C" zone, and one well in the "D" zone. <br /> • Port of Stockton: A total of 20 wells are monitored; eight of these wells are in the "A" <br /> zone, six wells in the "B" zone, three wells in the "C" zone, and three wells in the "D" <br /> zone. <br /> • Tesoro Terminal: A total of 15 wells are monitored; 11 of these wells are in the "A" zone, <br /> one well in the "B" zone, one well in the "C" zone, and two wells in the "D" zone. <br /> • • Time Oil Terminal: A total of 12 wells are monitored; eight of these wells are in the "A" <br /> zone, two wells in the "B" zone, one well in the "C" zone, and two wells in the "D" zone. <br /> STTC 1Q06 Final Report 1 May 1,2006 <br /> 770T.43673.12.0002 <br />
