(Stantec) on behalf of the Stockton Terminals
Technical Committee (STTC). The STTC is comprised of three bulk fuel facilities at the Port of
Stockton including Buckeye Partners, L.P. (Buckeye), Tesoro Petroleum Company Inc.
(Tesoro), and Former Time Oil Company (TOC Holdings Co). These terminals are collectively
referred to as the Site.
The Addendum states that STTC was contacted by the Environmental Coordinator at the Port of
Stockton regarding destruction of monitoring well OW-1A prior to construction activities in the
area. Groundwater samples collected from OW-1A have not contained total petroleum
hydrocarbons as gasoline (TPHg), benzene, and methyl tert butyl ether (MTBE) above the
laboratory detection limits since the well was installed in 2002. In addition, TPH as diesel
(TPHd) has not been detected above the water quality objective since well installation. Central
Valley Water Board staff concur with the destruction of monitoring well OW-1A. Downgradient
monitoring well AR/MW-21A provides lateral plume delineation at the Site. STTC needs to
obtain all applicable permits and clearances from San Joaquin County prior to beginning field
activities, and must comply with application San Joaquin County and Central Valley Water
Board directives. The well destruction information needs to be included in the next quarterly
monitoring report due 1 August 2012.
If you have any questions regarding this letter, you may contact me at (916) 464-4819 or by
email t ksbelton waterboards.ca.gov-
KRISTI HELTON, P.E.
Water Resources Control Engineer
cc: Mr. Harlin Knoll, San Joaquin County Environmental Health Department, Stockton
Mr. Jeffrey Wingfield, Port of Stockton, Stockton
Mr. Joe Aldridge, NuStar, Texas
Ms. Katherine Schenderlein, Buckeye Partners, Breinigsville, PA
Mr. Mark Chandler, Time Oil Company, Seattle, WA
Mr. Steve Osborn, Kinder Morgan Energy Partners, Rocklin
Mr. Gary Haack, Stantec Consulting Corporation.
