R5-2011-0813, STOCKTON <br /> TERMINALS TECHNICAL COMMITTEE, PORT OF STOCKTON, SAN JOAQUIN COUNTY <br /> The Stockton Terminal Technical Committee (STTC) monitors groundwater at three bulk fuel <br /> facilities at the Port of Stockton including Buckeye Partners, L.P. (Buckeye), Tesoro Petroleum <br /> Company Inc. (Tesoro), and Former Time Oil Company (TOC Holdings Cc). These terminals are <br /> collectively referred to as the Site. Groundwater is polluted with total petroleum hydrocarbons as <br /> gasoline (TPHg), TPH as diesel (TPHd), benzene, toluene, ethylbenzene, and xylenes (collectively <br /> BTEX), tertiary amyl methyl ether (TAME), methyl tertiary butyl ether (MTBE), and tertiary butyl <br /> alcohol (TBA). <br /> On 16 June 2011, California Regional Water Quality Control Board, Central Valley Region (Central <br /> Valley Water Board) staff sent STTC a revised draft Monitoring and Reporting Program (MRP) and <br /> requested comments. STTC submitted comments on 11 July 2011 and generally concurred with the <br /> requirements of the draft MRP. STTC requested 10 wells be removed from the sampling-.Program, <br /> 13 wells be sampled semi annually instead of quarterly, and clarified the nomenclature for several of <br /> the recently installed replacement monitoring wells. Board staff concur with the comments and the <br /> final MRP reflects these revisions. <br /> Final MRP No. R5-2011-0813 is enclosed and now in effect. The next required sampling event <br /> should take place in the third quarter 2011, and the report is due by 1 November 2011.
