B ox 2089 <br /> Stockton, California 95201 <br /> DRAFT SITE 47 REMDIAL INVESTIGATION REPORT— ROUGH & READY ISLAND, PORT <br /> WEST COMPLEX, STOCKTON, SAN JOAQUIN COUNTY <br /> Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff has <br /> reviewed the 26 March 2009 Draft Site 47 Remedial Investigation (Draft RI) received on <br /> 27 March 2009, and prepared by Environmental Risk Services Corporation on behalf of the <br /> Port of Stockton (Port). The Draft RI characterizes the extent of arsenic-contaminated soil and <br /> groundwater beneath the Site 47 Installation Restoration Program (IRP) project on Rough & <br /> Ready Island, Stockton, California. Site 47 is defined in the 30 July 2003 Consent Agreement <br /> between the Port and the State of California, represented by the Department of Toxic <br /> Substances Control (DTSC) and the Central Valley Water Board. The United States <br /> Department of the Navy (Navy) conveyed Site 47 and other Rough & Ready Island IRP sites to <br /> the Port in September 2003. <br /> Though not addressed in the Draft RI, the Port intends to utilize approximately 90,000 cubic <br /> yards of soil from Site 47 during the construction of a river barge receiving pad at another <br /> Rough & Ready Island location approximately 3,000 feet to the northwest. We understand that <br /> the Ports of Stockton, Sacramento, and Oakland have received funding from the American <br /> Reinvestment and Recovery Act (ARRA) and the Transportation Infrastructure Generating <br /> Economic Recover (TIGER) grant program for development of the Maritime Highway Corridor <br /> project. This project is intended to reduce the volume of truck traffic transporting shipping <br /> containers from bay to inland ports by developing the infrastructure for transportation by barge. <br /> The pad construction at Rough & Ready Island is a component of the ARRA/TIGER Maritime <br /> Highway Corridor project. <br /> Staff Comments and Requirements <br /> Below I have presented Central Valley Water Board staff comments and corresponding <br /> requirements. <br /> Comment #1: On 20 November 2001 the Department of the Navy submitted a draft <br /> Background Groundwater Study for Rough & Ready Island. The Port utilized that study to <br /> compare arsenic concentrations in groundwater beneath Site 47 to background Rough & <br /> Ready Island arsenic statistics developed by the Navy. However, the Navy assumed that soils <br /> beneath Site 47 and other metals sites had not impacted groundwater, and as a result, <br /> California Environmental Protection Agency <br /> �� Reevcled Paper <br />
