Jensen ENVIRONMENTAL HEALTH <br /> Manager, Environmental Engineering PERMIT ISERVICES <br /> Southern Pacific Pipe Lines <br /> 888 South Figueroa Street <br /> Los Angeles, CA 90017 <br /> SOUTHERN PACIFIC PIPE LINES (SPPL) GROUND WATER INVESTIGATION, PORT OF <br /> STOCKTON, SAN JOAQUIN COUNTY <br /> We have reviewed your reports, "Ground-Water Investigation and Environmental <br /> Assessment, Stockton Terminal ," dated 28 April 1989, prepared by Hydro-Search, <br /> Inc. ; "Tracer Leak Test of Three Underground Pipe Lines at the Stockton <br /> Station, Stockton, CA, " dated March 1988, prepared by Tracer Research Corp. ; <br /> and "Investigation of Subsurface Fuel Hydrocarbons, SPPL, " dated 23 March <br /> 1988, prepared by Levine-Fricke. These reports presented results from soil <br /> and ground water sampling and pipeline testing. Enclosed is a memorandum with <br /> our comments. <br /> As discussed in the memorandum, the report data indicate that SPPL is a <br /> potential source of the ground water contamination at the Port of Stockton, <br /> both in the area of the Time Oil and Tesoro sites, and SPPL's site. <br /> Accordingly, SPPL needs to conduct further investigations to convince the <br /> Regional Board they are not a potential source of contamination. To <br /> effectively accomplish this, SPPL must be a part of the Technical Committee. <br /> Please respond, in writing, whether or not SPPL will be participating in <br /> further investigations by the Technical Committee by 9 June 1989.
