(KMEP) facility in Stockton. KMEP proposed the additional investigation to assess the nature and <br /> extent of the source in the manifold area and in the northern section of the tank farm, and to modify the <br /> existing monitoring well array. <br /> As you know, on 24 April, I granted your first request to extend the original report submission deadline <br /> of 1 May to 5 July. You requested the extension because the area proposed for investigation was under <br /> water. According to Mr. Armstrong, Port of Stockton personnel have informed him recently that the <br /> proposed investigation area is still under water. He said he would visit the site next week to ascertain the <br /> conditions. He also explained that water is ponding in an area outside and downgradient of KMEP. This <br /> area needs to be investigated to define the downgradient extent of the pollution. Since one of the areas <br /> proposed for investigation is still under water, I hereby extend the Phase 1 investigation report deadline <br /> to 14 August 2000. Although the additional investigation has not been completed, KMEP has sufficient <br /> information to proceed with evaluating remedial alternatives to clean up soil and groundwater pollution <br /> at the facility.
