Ms. Jill Jefferson 3 - 13 March 2000
Need to submit results of any additional monitoring: The results of the due diligence study are of
obvious concern to water quality at this site. I have no record of the Board being informed of the results
of the study until the report was attached to this Work Plan. In the future, please submit, with the
routine quarterly monitoring reports, the results of any additional monitoring that is performed at this
site. New wells installed at the facility must automatically be included in the regular monitoring.
Need for Additional Work Proposals: A report describing the results of the Phase I investigation is due
by 1 May 2000. This report should contain a more detailed proposal for the new monitoring wells. In
addition, the levels of benzene, MtBE, and TBA reported in the due diligence study and the last several
monitoring reports show that aggressive remedial measures are needed. We discussed this point also
during the 21 December 1999 meeting between KMEP staff and Board staff: Intrinsic bioremediation
is not a timely and effective measure against MtBE or TBA when other hydrocarbon constituents are
present. Therefore, in the 1 May 2000 report, please propose a schedule for preparing and submitting a
remedial alternatives and feasibility study for remedial action in the tank farm and manifold areas.
Please inform us at least three days in advance of field work so that staff may observe if desired.
I will be leaving the Board after 15 March 2000, and Phil Isorena will be taking over this project. If
you have any questions about this letter, please contact Mr. Isorena at(916) 255-3081 or our supervisor,
Wendy Cohen, at (916) 255-3075.
`v
L WIG TT, C.E.G.
Associate Engineering Geologist
cc: Ms. Margaret Lagorio, San Joaquin County Environmental Health Division, 304 E. Weber Ave.,
Stockton, 95201-0388
Mr. Scott Seyfried, LFR Levine-Fricke,4080 Cavitt Stallman Road, Ste. 100, Granite Bay, 95746
